SNES and SNES mini

I want to get into speedrunning games on the SNES but am having a lot of trouble since I live in a country where you require a PAL version of the SNES which runs at 50fps instead of 60 for the NCLS version of the console. Since I can't find a good solution for the orignal consoles I thought I would turn my attention towards the new "mini" or "classic" versions of these consoles. To my knowledge these mini consoles both run at 60fps so it doesn't matter if I get the "PAL" version of the mini. As well as these mini consoles being more accessible they are considerably cheaper.

Basically for example if I attempted to submit a super metroid run off of the SNES mini would I be able to submit it? Is it against the rules to use these consoles?

the Classic & Mini versions are running shitty emulators, save your money and just run on whichever emulator is allowed for Super Metroid instead of throwing out money for a mini/classic.

The minis/classics also run slower than regular consoles/emulators for the NES/SNES, so they really aren’t worth buying for the sole purpose of speedrunning.
