If i play on console with a keyboard and mouse, will the run have to be submitted under PC or console?

You need to ask this question in the forum for the game in question. The mods/community of the game will be able to help you better than we will (although my gut and logic say that you're still running on console regardless of what controller you use).

As per the rules say, you can use any input method on console (minus touchscreen) and it will be allowed
