Yes you can play the GCN version on both, or alternatively you can play on a GCN emulator like Dolphin.

You can play the GameCube version of Sonic R with the Wii if you care about playing it on original hardware.

But you can't use the Wii U (and other revisions of the wii such as the Wii Mini and RVL-101 unless you don't care about having the emulator tag in your run, even on OG discs. Reasons for this is because of how Nintendont actually reads discs faster and has SD loading support.
