Top runs are not adhering to 3000 cycles

I've been running this for the last couple days and on watching the top runs I noticed their load times and click responses are way faster than what is going on my side. Bumping my cycles up to max gave me identical behavior to the top runs, which seems like a significant advantage and breaks the rules. I'm on emulator so its possible we just have the cycle rule set too low to match the original hardware. Either way I'd like to know what the best way to do the runs are going forwards, can I up the speed of the emulator to match the other runs?
