I'm in the PAL region wanna speedrun some PS2/PS1 games.

Are refurbished, region free consoles (PS2 in thie case) which allow me to play the US/Japan 60fps versions allowed?

That's probably best asked to the moderators of whichever game(s) you're looking to run.

The usual rule of thumb though is that modifying a console's hardware in any way to get better performance out of it is banned, but modifying it just to bypass region locking (like using Swap Magic on a PS2) is allowed.

Thanks just looking on ebay and there;s refurbished PS2s going with region free and no mention or performance boost

I inquired about the product being refurbished and they said "It had mod chip install to bypass region lock"
