I for one always round up on games I moderate, or I enable ms to not have to make that decision.

neither way is perfect - so facepalming because he chose one doesn't do good here. just activating ms & retiming the runs would be the proper course - but I'm not here to judge, that's why I said it's up to him.

My opinion though is that the time in seconds matters more. No one calls 4:56 in smb 4:57 just because the MS aren't sub 500

I personally round down for games as the idea behind saying a run is "10 minutes long" is that 10 minutes elapsed between the beginning and end of the run. If the run is 9:59.920, then 10 minutes did not elapse.
I generally use standard rounding. (round to nearest number, 5 goes up).
- It avoids most "ties" nicely even if you're not ready to start tracking ms for everything. 2-way ties that can't be handled in this way can be done by truncating the faster time and rounding the slower.
- It's a more accurate accounting of what's happening than truncating (always rounding down).
- I have a math background so it's just... what I do.
Both are not wrong in this case, because milliseconds are not required for this game.

I truncate, probably because it's what I see most people do and because it makes your time look better. But 90% of my times use milliseconds anyway because I prefer having it be accurate.
For shorter runs you should probably just leave milliseconds on, but for longer runs that probably isn't necessary. For games that don't track milliseconds I feel like most runners will truncate their submitted time without even thinking about it so I feel like doing that makes things easier for everyone (though obviously that'll come down to the community).

Look at it this way, if you get a run that's, say, 45 minutes and 40 seconds, you'd still say it was "a 45" (or at least all of the games' communities I've come across do), so look at it the same way with seconds/ms
