It says Nestopia is allowed but is Nestopia UE the same, is it allowed?

actually im not downloading it cause my pc says it might be a virus,

what emulator should i use for speedrunning this game?

Nestopia is going to be the best emulator for this game. Nestopia UE is the same thing and isn't a virus, assuming you get it from the official page
