Is it possible to start the run on Vancouver instead of starting from fresh for both NG and NG+? Cause like 1 and 2 the cutscenes are un-skipable in the beginning.

yeah, that's fine, some of the runs started doing that.

Also on NG are imported characters allowed?

That was always a weird kinda spot, but I think no for now, since it's still sort of ng+ to start with a higher level character than level 1.
