can we add highscore based runs? for example triple jump, javelin throw or discus throw? or is there a reason why not?

You can't do a highscore based speedrun

but other games also have highscore categories . pou for example

astro said in the category suggestions thread that high score runs wouldn't be added because cyberscore already does that stuff (https://www.cyberscore.me.uk link if you want to check it out)
