Saw that my really old world record was dethroned, so here's this.

While grinding for this, I discovered a new shroom spot on the last lap that saves a significant amount of time. Rather than shrooming on the first lap, I save two shrooms for the last lap. The finish line stretches all the way up to the walls, so you can use a shroom at the end to cut off the remaining road.

Regardless, the last lap was the weakest part of this run due slower grass hop and sloppy driving. I have gotten 23.4x on other runs, so there is room to improve.

I would say that a 1:15.6x, maybe even a 1:15.5x is possible with a perfect run with current strats. The only thing preventing that from happening is the grass hop onto the wall. There's no consistent setup for it, which results in a lot of my runs dying.
