This game from Capcom has some different versions, and the one you are playing is the Led Storm Rally 2011 , which you can see it in many MAME versions (available in USA and World region).
Practically Mad Gear is the same stuff like Led Storm, but fewer differences: aesthetic graphics, different letter font, difference look of items, enemies and etc. Basically LED Storm looks more futuristic than Mad Gear.
If you wanna submit your speedruns for 1 Loop and 2 Loops you gotta trim them properly along with the proper version of the game, whether Mad Gear or Led Storm. You gotta mention/show (if Mame is used) in the screen to confirm the runs. If you mention PAL version probably you are interested whether NES and Arcade... obviously runners will go more for fast and easy versions, or fast and hard versions. But PAL versions in NES/Arcade games can run in slow mode, below 60 fps, that's why USA and JP are more chosen to play. You can run and submit your PAL version here, but creating category per region is not needed if you figure out that non-PAL versions are pretty comfortable to run USA and JP versions. Gonna re-check if PAL region was set, if not... I will put it immediately.

Yes, it is allowed, but it is mandatory to show when Capcom Arcade 2nd Stadium is used.... menu, dp switches (all that at the beginning).
That kind of thread/topic should not be discussed openly. Nothing odd in this game but in other leaderboards where other moderators detected anomalies in solo performances. Commonly all runs concerning Saulonpb should be discarded and they were rejected/deleted immediately.
