In that case, if blindfolded for your game can be completed in that short of time span, then by all means ask the mod of the game to add it. For something that short it might be added to a game as a Misc. category.

As for blindfolded runs, they most likely aren't on the site for a variety of reasons with the main one being that they take a very long time and will probably be segmented (while this site focuses on RTA). Also, there is most likely very, very little competition for those types of runs due to the high level of patience and skill required to complete them. So even if a run could be done in a reasonable time frame, there would most likely be little to no competition so that's why you most likely won't see those types of challenge runs on here.
This should not be rejected at all. RE7 only uses IGT and you showed that at the end plus you showed you met the 100% requirements so you have every right to submit this as a run.
Sounds like a case of a stuck up mod(s) who rejected it for some personal reason or the terrible reason of "the run wasn't fast enough for the LBs" (which is crap since OOT has like 18 hour Any% times). I'd definitely try reaching out to the mods on social media like suggested up above and if they continue to be unhelpful, bring it up to the site Full Mods/Admins.

Also, if you're so desperate to see the game completed, why don't you go do it? You'll get to see it completed and save yourself money. And you won't have to keep making posts here about it.
The author provides a great description of it in his submission of it to tas videos http://tasvideos.org/3894S.html, but without an understanding of the gritty details of ACE and CPU/RAM hardware functionality, it won't really make much sense to you (and it's not super easy to explain either).
If Livesplit won't open your best bet is to re-install and see if that fixes the issue and lets you run it. But once livesplit opens, in order to open a livesplit file (.lss) then you just right click on Livesplit and say "open splits" and then pick the .lss file you want to open
If the bounties are never gonna be claimed in your opinion then why do you constantly post about them here? If they'll never be claimed, stop advertising them.

Generally speaking though, NG+ is banned unless explicitly allowed (usually in a different category)
You can submit a run no matter the time, there are people on here with 16-20 hour Any% times for various games.
Just check with the mods of a game to see if video is required (in case you dont have one for your run(s)), a lot of games won't require a video if your time isn't near the top of the LBs, but it never hurts to check.

As someone who has runs on one of the memeboards, I think you touched on what I think the "solution" is which is having the possibility for a game to have multiple leaderboards tied to it. For example, take a severely broken game like Ocarina of Time. Due to the nature of the game, it can be exploited in more ways than I can count and has a number of sequence breaks, glitches and other tricks that can do a number of interesting things, but none that are beneficial to the main categories. However, these tricks can still be used to create a number of fun and exciting arbitrary runs. For OOT, there are 6 main categories and 9 Misc. ones, however the memeboards have 20 categories on it. Sure, you could combine the memeboards into Misc categories on the main game, but then you've got ~30 Misc categories and that to me gets a little unwieldy to look at. Plus, the categories on the memeboards are incredibly arbitrary and often don't have goals that include beating the game fully (all current categories on the main game including Misc ones beat the game).
So, in a case like this, having a second leaderboards similar to the IL board on some games (maybe call it Misc Leaderboard or something) would be ideal so that people can look at the main boards or the memeboards without the need for a completely separate game. This would prevent Misc categories on the main game from becoming massive, but it would still provide a place to track runs for all of the unique categories a game like this has.
TLDR: The ability to tie multiple leaderboards to a single game would be a good way to go about handling this stuff in the long run.

None of the mods on the game that person requested mod for have social media links. One has a Youtube, one has nothing, one has a YT and Twitch and none of those are reliable for messaging people.
I understand that is the go-to response when people make moderation requests, but you should probably confirm yourself that the mods have social media links before requesting people to contact them, otherwise it's not very helpful.
The GV-USB2 capture card is the best standard definition one out there. It's affordable, it's only about $30 to $40 and does both regular composite and s-video. I highly recommend it as it is amazing quality for it's price.
