The entire Documents folder might be read-only then, see if unchecking it for that does anything

I guess you could try this. You can find the "GTA San Andreas User Files" folder in your Documents folder.
- I'm unsure of how the rules should be worded for this, but as long as runs can be separated by using an autosplitter for example, and using a banned tool, on a case-by-case basis.
blacklev, it's not inconsistent enough to lose all the time you'd save from picking up the rampage earlier. Grenades could probably be made more consistent if a reference point for throws was made. The rocket rampage should be in the same location as in the video, because in current any% you go make a replay over the alt. location and grab the normal one as well. Also about the weather, good thing that a 22:30 would have good weather. I just loaded some save that got up to Bait with the mission loader.

Any version of the game is accepted. You don't specifically need a No-CD crack, but if your game is freezing every time you enter a car or change radio stations, then I'd suggest you get one of those to prevent the freezing. I think what you're experiencing is that, when you do that the PC spins up the CD and stops the game whilst doing so.
Yes, I run the game in windowed mode all the time. I use 3D Analyze to force the game into windowed mode. You basically launch it, select gta-vc.exe, and then tick the checkbox that says "force windowed mode" and then run it and it should work.
I always have it in 1080p (main monitor's native res) and sometimes I have the splits over the game. I'm unsure about how this will work with other timers, but for WSplit there's an option to have it always on top of other windows, which includes your new forced game window. In that way you can have splits at the bottom and you'll be able to see them (and your mouse won't go over it when you're in-game like it would in GTA3 without a mouse jail).
Going off of the Wonder Race idea for AoE2, maybe people would be willing to run RM or DM in AoE1. There's no way to generate a fixed seed map (to my knowledge) though, so it'd rely quite heavily on map RNG. Don't feel like elaborating much now, but there's the idea.
I'm definitely no expert at AoE3; I mostly deal with AoE1 and AoE2. Still though, there are issues with using in-game time for such runs, because then you'd have to deal with menu times (in campaign runs), and pause abuse and whatnot. It's better to not have to add a bunch of arbitrary restrictions to in-game time and just continue using real time.
For now, I'll add "60 FPS cap / VSync" as a rule to AoE3. Sorry to hear that you'd still have to set the graphics to low for VSync for extra "advantage" though, cause otherwise that'd be a pretty good option. When it comes to external framerate limiting programs, though, I'm not too sure if I'd want to permit using DXtory and whatnot to cap it to a solid 60 without VSync yet, so I'll just leave it at that for now.
Hmm, we'd have to see which one people would actually run more. Resources would greatly affect the run, but not in a "I can make a Wonder right away" kind of way. It's the issue of enjoyability / variety vs. speed. I'd personally prefer Standard resources, so I guess we can make that the rule. Maybe if others want a faster run, then could add High resources as another category.
Now that you bring it up again after a few months, it kinda reminded me of the recent Dota 2 speedruns that have been done. It should be doable, but the reliance on map RNG would be quite high. Still a cool idea, I think. I'll create a leaderboard category in the event that people want to do some runs of it.
Also, I agree with most of what SiFly said. Map visibility may be set to All Visible as well, though that shouldn't affect much seeing as you should be focusing on your own units and not the enemy's, in a wonder race. The only thing I think should be different is to start with high resources, in the interest of the speedrun. Starting age should be Dark though, because starting off with nearly enough to already make a wonder (doable if you make a market) and in the Imperial Age is absurd. Anyway, it's better to discuss than have me make all the rules. I'll just lay down some preliminary stuff in the leaderboard category so there's something to stick to.
