The leaderboards have two wordings for this: In 100%, it says "All individual 900 Koroks from their source" must be obtained. In All Koroks, it says "Duping is ban"
So yes, it is possible, but no, it is not allowed.

I don't really see the point in doing non-stop for 15 star since you're only getting 1 star from each stage anyway. However, 90 star non-stop was a category I'd like to see, or 45 star non-stop
@KilleDragon Runners like Timpani openly stated that the rule was bad and made them not like the category. Which I agree with.
We've had a bad warp rule and a good warp rule in the history of the CE board:
The bad warp rule was to just not allow warps. This was done in All Peach Moons, and it killed the category. The good warp rule was to allow warps to the Odyssey and to previously in the run collected checkpoints. This was done in All Postgame Checkpoints, and it helped the category rise.
If optimized to a much faster trick (first try in like 1 minute), it could become a consideration for Dark Side, as Dark Side has a slightly better use for the extra moons from the Pyramid, Harriet, and Night sand. It was also pointed out to me that this skip opens up a faster route for Star%, as you could skip some of Sand and all of Wooded and get to Lake through morning Metro.

So instead of most CE's rule of NO sblj, this category would have a FORCED sblj. Neat concept
The issue here is that, unlike Jumpless or the consistently popular entry category of Festival%, the old Minimum Capture subcategories have turned conclusively arbitrary - on no combination of version and setting of the game does any of those runs successfully complete the challenge of beating the game with as few captures as possible, and so those are not successful Minimum Captures runs for current standards anymore
This is sad and if the community wants a legacy category to stay without strong present justification (arguably similar to the very good and justified 16 star, arguably more arbitrary than that), this would totally be understandable and, at least as a category extension, valid
Indeed, those two in particular would be the closest to being worth considering.
All Achievements requires you to get 540 of the 819 non-achievement moons, not 800, so it would still be quite different from AUM. With duplicate moons allowed, you would likely collect only 451 or 461 unique moons which would add unique steps onto the spacing of Any% - Dark Side - Dark Side no revisits - Darker Side with dupes - Darker Side - All Achievements with dupes - All Achievements - All Moons. The biggest reasons not to run it would probably be the jump and cap throw farming that are already annoying in All Moons.
All Captain Toad Moons NG+ is similar (though a bit more arbitrary) to a category that used to exist, but was unpopular due to a bad refining of the teleport ruleset (All Peach Moons) and eventually got scrapped. A better ruleset for categories of this style has been established in the more successful All Postgame Flags. The biggest reason not to run it would probably be the fact that it is more arbitrary than All Peach Moons would have been with the better teleport rule.
If it was possible to do a run with it, it would be allowed. So if you somehow managed to prove us wrong and unlock the Paraglider without ever getting the rune, you could do that. Note that if you want to use the reloading of save files, all loaded files have to be from fresh playthroughs that were started during the run.
There's something similar that has been done, a TAS that only uses humanly reasonably full-game strats. It's called 120 star ideal run. Sadly it seems to be unlisted

The document is also in the guides section. Sadly it looks like that document hasn't been updated in a while, as it still has "All Peach Moons" as "on the board", and is missing the new All Purple Coins route that Timpani mentioned in his stream
The rulebox for Star% still mentions collecting a "designated amount of moons", even though there is no more subcategory requiring that. Could you fix that?

That site's focus isn't on speedrunning, let alone a category extension like 31 star. I recommend just watching the WR, noting down what stars they do and in what order, and then adjusting that route if you think some of the stars are too hard
The current CE policy is valid, sound in itself, within the competence of the mods, and I am definitely not asking to return to the old one. Just keep in mind that the old policy was also valid, sound in itself, and within the competence of the mods at the time, it's just that the mentality around SMO CEs has changed and we (Kille, Frozen, 24h etc.) have to accept that
Remember that the category extension policy was way more lenient back when KFR Invisible Hat existed. Just being somewhat popular was enough for a category extension to exist, see Festival%.
