Expected time is a couple weeks. That's not very long when you consider how many requests they get.
@RealTPV Three of the four mods are active, with two of them having logged on in the past 24 hours. They almost assuredly don't need or want another mod.
First thing first. This site isn't going to let you force emulator onto a board that doesn't want it, regardless of emulator accuracy or lack thereof. If the GT series doesn't want emulators then emulators aren't being on their boards, and all you can do with that is either try and convince the mods to change their opinion or deal with emulator not being on the boards. Seeing as you tried the former and failed (as the mods know the state of their game's emulation quite well), the latter will simply be the result until the former changes. As a final note on emulation, the N64 is also from the 90s (released 1996) and is still emulated quite poorly comparatively, so age of the console is irrelevant here for how good the emulator is.
Secondly, they did add Arcade mode based on your request in October when you first brought up emulation to them on the 12th of October, per one of the moderator's responses on the 16th of October, and they themselves directed you to Cyberscore if you want a whole slew of ILs. Speaking from experience on another game, ILs of most games that have several full-game categories of decent length are generally underutilized by the community, and so are not usually added to most games. The demand is not there.
Finally, everything I've seen from my perspective as a fellow user tells me the game is run quite fine and is in no way in need of a coup like the one you are attempting. The site mods are not new to this and have seen it many times in the past. And as a fellow user of the site, forcing whole-team moderation changes singlehandedly when the mod(s) aren't inactive is underhanded and insulting.
21 days of inactivity (as @Liv mentioned directly and as I stated) is the 3rd of November. I would hazard to guess that if your run isn't verified by then then Liv would do something about the issue, but probably not before then.
Usually whatever mobile browser you're using will have a menu option to do the same thing.
Ender (the only mod) was last on on the 13th, so they are not quite yet inactive (three weeks is the cutoff). That said, I can't find any contacts on their profile, so there's no way to contact them; the only real thing to do is wait on if Ender comes on or one of the mods for the site handles this.
Surprisingly, there are benefits. The most important one is it gets runs up faster. Moderators (that actually care) check runs as they are on the boards, and can remove runs afterward if they want. It also means that obscure things which moderators might not spot might get caught quicker as there are more people looking over them.
It's also useful in cases of inactive mods, but that's a different problem unto itself. At least with inactive mods it keeps the boards going.
@ShikenNuggets Mod-only restriction (or maybe mod+creator only restriction) - far too easy for someone to hide nasty changes that way otherwise.
That said, I like your idea.
^ comment on these: I went through a few of them randomly (but not every single one) - not likely to be spambots (the few I checked don't have any forum posts) but they all tend to have a website as their only contact link, so they seem to be attempting to use that as an advertisement.
Note that if you do this, you really should not apply the requirement for proof retroactively.

I do want to say this, since it seems like there's some animosity being thrown around here. The general concept of finding someone who's very good at many games is not a bad one, in fact it's a rather intriguing one. My feedback was aimed at the idea used to show this concept, and that that idea was not a good one.
The concept behind it is intriguing and interesting. This simply isn't the way to go about it.
