It's about having fun playing a game, and pushing yourself to do better and better with it. It's not a competitive hobby, but a collaborative one. Now that's not to say there's not a competitive aspect. But that competitive aspect is mostly aimed at competing against yourself.

Do a run, submit it. If it's not verified in a reasonable amount of time, then request mod. That's how it's always worked barring exceptional circumstances.

Also you really should have a run submitted (I cannot tell if you do or not) - simply practicing isn't really enough.
If you have rejected it before, continue to do so. If your rules state it must be whole, then it is not, therefore it must be rejected. If he insists on submitting it after you reject it a third time, perhaps it may be due time to involve site staff.

Correct, we do not accept runs done on emulator. Furthermore, we do not accept runs done on burnt discs, and we severely restrict what homebrew can be running during the run to homebrew that does not change timings in comparison to an unmodified console. @Sasam I do not know what kind of game was submitted, but I am going to guess that it was a web game, for which the rule is stated.

I am not site staff, so I do not know anything further, but if you have questions I would suggest asking site staff. One easy way to do that is via the site's discord, for which you can find an invite link for under the "More" tab in the top bar.

If you're referring to https://www.speedrun.com/ctgp two of those mods logged on within the past 24 hours, including the super. You'd have to ask them.
There's a difference between a realistic expectation and an ideal situation. I'll still aim towards the ideal, which is to watch every run in its entirety before verifying it, and will continue to do so since I believe it's the best way to verify runs.
It depends on the problem the run had. Something that would have been caught in one viewing of the run is going to be a big problem for me in viewing that person. OTOH, something caught three years later through some elaborate stuff isn't going to be a thing that bothers me. I was mostly aiming to imply the former with that last comment in my previous post - I'm going to watch the run, because I won't get my name as a verifier tied to an obviously bad run.
The run length should not matter. If it's long, both YT and Twitch support playback at double speed innately, which cuts the watch time in half (and if you know the game well enough to be a moderator, if you would have caught it at normal speed you'll catch it at double, and there's nothing stopping you from dropping to normal speed or slower if need be. Heck, I've frame-advanced a video on YT once to be sure there wasn't a splice), and you don't have to watch the whole run at once. I always have advocated for watching the whole run, and I always do so myself when I verify a run.
That said, Komrade's post above mine is also very relevant - if it's cheated and caught later, it's still caught. I will only add that having something you verified found to be cheated doesn't exactly put your name as the verifier in a good light, either.
WiiWare I think is different enough personally. Remember that disc loads aren't comparable to digital loads, which is part of the reason I feel it's necessary.
PS2 HDD I'm not sure about - for games that natively support it it should be an option but on the other hand there are games that don't officially support it but people could use it for anyway so I'm not sure on this.

Just got in touch with Shasta via Discord and they removed themselves. As only DCR is a super now, would it be possible for one of the two mods to be promoted to super, so as to avoid issues if DCR would be inactive?
There's a viable option known as not using a shitty browser like Chrome. But for now, if you still want to use Chrome, the workaround HDK posted is the only one; this site can do jack about it since it's not a site issue but a browser issue. I don't know if there's a tracker for it; since I don't think it's public development I doubt there is one, but one never knows.
My stance is unchanged since my last post in February in the other thread, and that is that current and former runners should be the only ones on the moderation team for this game. The only thing to note (which is still something I've said before) is that I feel electricyellow should be promoted to super, so as to have two supers in case Dyceron would become inactive.
Well, honestly, joking around with boards is kinda not exactly a great idea.
