Rewards for skips is a cool idea, I can think of a few I would offer if I wasn't so broke lol

from time to time I intentionally replace ingame audio with "label" music in post, for WRs and such, luckily all the labels I use are pretty chill about it, and my channel isn't eligible for revenue anyway so that isn't an issue. Also I do keep an unedited copy of the video in case of anything.
To run myself I'd say Perfect Dark Zero, mainly because it's just the one I'm best at running, although I do like a bit of Doom, too.
To watch it's got to be SM64

Yeah, timers shouldn't be required on screen, but an easy solution is to use ShotCut (free & easy to use video editor, it's what I use) to overlay a generic timer onto your videos

My laptop can't handle recording the game and the splits together, so I just record the game but still do the splits and upload them to splits.io and add to the submission (or at least that's what I do currently)
Edit - I do also add a generic timer to the gameplay video in post.

Best thing to do would be to either make a post in the game's forum, or contact the mods via social media. If they've been inactive on this site for 3+ weeks (IIRC) and do not respond to any other communictaion you can request to become mod of the game.
Personally when I find skips I can't share them quickly enough, don't wanna risk someone else finding it too and posting first haha
Playing a "sex game" seems like a weird thing to do to me, speedrunning one seems lke pure memery so that should be banned for sure. Back when the BBFC rated games in the UK (The company that rates movies) they had a tendancy to rate on the high side, quite a lot of 18+ games would get a 15+ if re-rated with today's standards. (Or a 16+ from PEGI anyway)
Of course, people run GTA for example. Plus quite a lot of FPS' are rated 18+ somewhere in the world
