As for adding games to the site, you can request a game here, and if everything goes well, one of the mods will eventually accept it. For your second question, I'd say that going by in-game time would be the better choice, though you could always list both times on the SRC page.

As for your question, most games do not require you to stream your attempts live via Twitch, nor do they require you to have a facecam. However, it's always best to make sure before you start your runs. In the case of Fatal Frame II, it seems that just a facecam-less recording of your run will do.

For some games, you don't even need to stream your runs live on Twitch; a recording of your run will usually do. However, it's best to check the game's rules in order to make sure. As for Dark Souls III, it looks like a recording is fine.
If the differences between the Sega and SNES versions of that game are truly that big (which seems to be the case), then the leaderboards really ought to be separated. I recommend voicing your concerns to the moderators of that game, who will hopefully implement the changes.
@Yoshikiller109 Probably. Based on the Labo trailers, at least two of the five total Labo creations (Motorbike & Robot) have campaign modes, which would make them speedrun-able.
