@breaktube The leaderboard mods should still be able to keep/verify your speedrun time without a timer, just by using the start and stop timestamps of the YouTube video. Despite this, however, I would still recommend using a timer in your runs, as it's extremely useful when it comes to measuring pace, overall time, etc.

As for your questions, runs can be submitted through the "Submit run" button on the leaderboards of your respective game. In your case, here are the leaderboards for Final Fantasy Legend II; the button can be found on the far right of the screen. To determine what makes a run legal, you can click on the "View rules" button to the left of the "Submit run" button.
For recording your run, I recommend using OBS Studio, and for timing, I recommend LiveSplit. However, keep in mind that timers are usually not required for runs; as long as the gameplay is visible, you should be good. After finishing your run, you can simply upload the raw recording to a video hosting site like YouTube, and then submit the video link. I'm not sure how it works for other recording platforms, but for OBS, you can record your game and your timer by using Window Captures on both applications.

A quick Google search shows that Sports Island was actually called Deca Sports in the original Japanese release, and there are already leaderboards for Deca Sports/Sports Island here. For future reference, in case you ever actually need to add a new game to the site, you can do so by going to this link, reading the giant block of text, and then filling out the form at the bottom of the page.
As for your second question, recording rules vary from leaderboard to leaderboard, so you should check with the rules of your particular game for any such requirement. In general, I think both using a capture card and recording your screen with a camera are fine, so long as the gameplay is clear and fully visible.

We ultimately decided to put Softlock% up to public vote in our Discord, with a voting period of 5 days. The results of the vote after 5 days were 1 for and 3 against, so Softlock% will not be added to the boards. Remember that you may still run the category unofficially by yourself, however.
First off, before I start, welcome to the community, and thank you for reviving the forums!
We've known about this softlock trick for a while now, but I've been a bit hesitant to create an entire category for it due to its extremely short length (from start to finish, the entire run takes about 5 seconds, give or take). Because of this, any Softlock% category would undoubtedly become super optimized super fast, eliminating any hope of the legitimate competition that makes speedrunning so fun. Therefore, I will unfortunately have to decline your proposal.
However, if you're still not satisfied, I can put the proposal up to public vote among our Discord community (which you should totally join 😉) and let democracy do the rest. Keep in mind that just because Softlock% is not a category on the boards does not mean that you cannot still run it.
Above all, though, I'd like to give you another warmhearted welcome to our community, and I'm looking forward to watching any future speedruns that you might have in store.
You technically don't even need a timer for the IL runs; just take the IGT and add 0.5 seconds for every flip you do. EZ Clap

I'm not a content or super mod, but here's my own two cents:
Here is some info I found on the Any% with Mouse Keys thing. Basically, it's an exploit that uses the mouse keys feature to go faster than normal, thus beating the game quicker. As for telling this category apart from Any%, it seems that the runner must show the icons on their desktop first, in order to prove that they either are or are not using mouse keys.
Regarding your second issue with not wanting to mod the board, I'd suggest promoting @St.Clair to the role of supermod, since he seems to be knowledgeable about the game and has expressed interest in running the board. Then, you could demote yourself to mod, and then have @St.Clair demod you, thereby removing yourself from the mod team entirely.
@Camomile Can you provide any physical evidence of wrongdoing by the mods? Simply saying that the mods suck isn't going to get you anywhere.
