Regarding low% neutral, are you allowed to do the dogfood storage version of the lab skip if you don't have the punch card?
for low% neutral im pretty sure aborted genocide route would be quicker

you cant skip mettaton or muffet in No Aborted Genocide which loses a lot of time by them selves and you also get to be Level 16 in Aborted Genocide when fighting Asgore. You also skip 66% of Hotland and 100% of Core
