If you're asking if you're going to lose your name, then the answer is "I have no idea".
None of us know what the site staff are going to do with current usernames that violate any rules, that's up to them and their discretion and as far as I know, they have not shared plans with the site as a whole. However, I would say that by you still having your username they aren't going to just take it away (after all, they would need something to replace it with). More than likely old usernames will stay and any new ones (or changes) will have to conform to the new rules.
Yeah I didn't hear of it until today, I haven't seen any actual announcements on it. No clue where the information came from unless it happens when changing a username like you said.
I did some tests and it seems to be a silent change, It you put under 4 characters it says "The username is too short. The minimum length is 4 characters."
And periods are now banned, "The username contains invalid characters. Please only use letters and digits, with an optional underscore between characters." (it used to mention periods being a option)
