Why? Whats the reason behind try to enforce an emulator limitation? What makes this one "Legit" compared to old trusty ePSXe? 
ontop of that, wanting to force using a specific emulator means that PSP can no longer be used, and current WR's / Times must be deleted unless there is given proof that PSXJin has been used.

Let's evaluate some emulators that shows a good IGT according to a real console, some emulators show that IGT has 8 minutes of differences (like PSXJin 2.0.2) ePSXe (with good plugins) around 7 minutes, and PSXFin arround 6 minutes.

My opinion is evaluate a video with a real console using a timer, with this we can determinate which emulators are good and which one should be banned.

Also, let's define some rules for the game for example, where to start the RTA timer.

RTA and IGT for some runners stop them in different parts.

Julian is right, IGT is different in every emulator, we need to determine which one have more accurate IGT  compared to console version because there´s a lot of difference in every emu.
I run in PSXFin and the game runs faster but the problem it´s in game time, only 6 min compared with Epsxe or PsxJin, also you can skip one cutscene in the end of the game and some speedrunners stop the timer when they open the last door including me, so also we have to put some rules in when we have to start the timer and when we should stop it.

on RE2 and RE3 that's not a recommended emulator, and like i tested in another thread, that emulator is the only one that throws me an IGT different from PSXFin and ePSXe, maybe we should test some emulators before putting runs
