I was curious because it is not listed in the speedrun rules, but is it allowed to use / regeneration rare monsters? runnners don't used, so I want to build a chart and speedrun without using rare monsters, but I wanted to confirm.

I would assume any monster is allowed as long as you can get it in the beginning of the game by "legal" means
