I think that we should make the rules like this:

All cheats are allowed except Fast Nights.

I recommend this so that the runner doesn't have a hard time during the run and more people would run these categories. And also, this doesn't change anything in the time.

What do you think?

Actually it does change things in the time. It makes it so you don't die, and dying loses time. If the run isn't hard then what's the point? You can't just allow stuff because it makes the game easier than it's supposed to be, that makes no sense at all.

Why would we make it hard? So that almost no one runs these categories? The purpose of this is to get more runners. And if we didn't allow this, lets just say someone decides to run these categories. The runner would reset if he/she died again and again! And by saying "it doesn't change anything in the time" I meant the hour times and other stuff.

By banning the cheats you aren't making it hard. By allowing them, you're making it easy. If the runner doesn't want to have to reset to deaths, they can run NG+. The whole point of NG+ is to allow cheats. If you allow them in any%, you're just making any% into NG+ but fast nights is banned.

Making NG+ the main category would make sense, but you can't allow some usages of NG+ in any%.

You are litterally saying that people just can skip Any% to avoid deaths and pass to NG+ and never run Any%. I just said the whole point of this is to get more runners to these categories.
