This is the max amount of quests that you can complete in the game while not using any glitches whatsoever. Some people are going to try to tell you that there is another quest where you can complete the game with Yesman AND House, but those people are wrong due to the fact that it requires you to speak to a dead man and I dont know about you but I was brought up in a God fearing household and for all I understand of the universe and its inner workings talking to a dead man is not only a glitch but a slight against God akin to blasphemy and will surely call upon His wrath.
