When time has to stop exactly in level speedruns?

On the frame the car touches the finish grid or on the frame confetti appear?

Btw, why can't we just add the time that flips subtract to the in-game time? It's easier and quicker to check.

As it is said in the rules, for individual levels, timer stop on the first frame confetti particles appear.
