Thanks to https://www.youtube.com/user/Cy83RN1Nj4 for suggesting flash bangs for arrest missions! The biggest time loss in this mission is getting quick arrests. The first target initially escaped downstairs, then there was a precise kick to stop him, and finally a safe way to shoot him was found. The second was arrested with smoke, but the shoot method worked on him too. The final one was a jankie smoke arrest, but with flash bangs there is no delay in getting him for 3-star.
