Man, I probably did about 150 runs before I got to touch 23. 24? Consistent. 23? More rare then a shiny Pokémon. I think the only time save here is the ladder movements. It's possible to just FLY up a ladder if you're wiggling top left to top right and back on the joystick as you press A. Great for bigger ladders, here it would save fractions of seconds. Which is what's needed for this.
