Okay, so I've done a lot of searching and will proceed to continue doing a bit more research until I get every character for this list, but here's the characters that have the fastest dodge (and shoulder charge for some) in the game and as such are fastest at movement:

Pirates - Jack Sparrow MU - Mike Incredibles - Dash (plus his run ability) Cars - doesn't matter (they all handle and feel the same) Lone Ranger - undecided TSiS - Woody or Jessie

To update the guide a little bit more on movement besides Cars, I wanted to talk about how if the character doesn't have a shoulder charge, then jump after doing two dodges, that way you have less ending lag from the dodges.
