There's a neat just frame input you can do to jump the instant you hit the surface of the water, but despite how difficult it is to chain those together on the moving waves with the bird, it is notably slower than just chaining long jumps so RIP. I showed it off on the end of the big snake jump, which is the only point I think it actually saves time.

Otherwise, I obviously just ran this until I got sub-35 seconds, so improve on this run if you see fit to do so.
