Okay I have no idea what makes enemies in the pyramid behave differently, but sometimes they just do. In that case you can kill one extra guy down near the entrance, and the second guy across the rope bridge. This makes it enough dead terrorists to complete the mission, so no need for satchel strats. (I also tried using claymores instead of satchels. Turns out they suck.)
