First, you wait for the spinning saw to reduce to a small size. Then, you jump to the very edge of the orange bounce block and hold right so you have enough room to grab on to the right pole. When you hit the right pole, press Down or S to drop off and Right at the same time, then continue holding Down until you clip to the goal.

You will either die or "teleport" when you clip. If you die, you can just buffer Left and you will make it to the goal, but if you "teleport", you will need to hold Right so you fall onto the purple block and then jump up, otherwise you will fall and either die or have to grab the key from the water section.
