This is known within the community colloquially as a goal-post rip. They can be used to shave frames off of certain IL (Individual Level) strategies, but recreating them in full-game runs is inconsistent to say the least. You can see a bunch of really gnarly goal-post rips like the one you posted here in various TAS runs, like this one:

The Discord linked on this page has been updated from the old server that has long since stopped being used seriously to a more recently made one that is completely centered around RTA/full game runs. If you are also interested in IL/individual level runs, we have a new server for that too. Hello! I'm excited to hear that you want to play SMB2!

The deal with emulators is this: you are allowed to play on an emulator and submit your Story Mode speedruns to the main leaderboards as long as your finish time is 35 minutes or slower. Once you reach a point where you're strong enough to get below a 35-minute time, you have two options.

The first of these options is to invest in a GameCube/Wii, a copy of the disc, and a capture card. Beyond the sub-35 barrier, it is required to play on hardware in order to submit your runs to the main boards.

However, if this is not a feasible option for you, then you can also submit to the side/miscellaneous leaderboard, titled Story Mode All Levels (Emulator/ISO Loader). This leaderboard is there such that people in your position still have somewhere that they can compete and submit runs without possessing the physical hardware required to play on the main boards.

Hi there!

The reason why we don't use milliseconds for ties is because the majority of top-level players much prefer ties being kept intact. This is because many of the categories that have historically been tied (most notably Master) have had their metas adapted around the idea of getting to the next second barrier. This is a much more fun way for the categories to develop, as instead of constantly frame-grinding each other's PBs, one would need to take on the more significant undertaking of saving an entire second to get to the next second barrier. While milliseconds might make the categories more immediately competitive at a glance, the addition of milliseconds to the boards goes against much of what the top-level players love about how the categories and their metas develop over time.
