I interpreted this as Any% but you can't use moons from the Any% route, so per example you would still get 16 Sand moons but not the ones in the route. However what counts as an ''Any% moon'' differs from run to run.

There will be no point in adding a Normal/Hard Sub-Category for all minigames. Hard would be almost the same thing as Master difficulty. Normal would be almost the same as Easy difficulty
