the definition of 100% is getting everything and doing a thing a game has to offer for total completion. This would include all 3 mission stars on all worlds and beating all staff ghosts.
Clipping only has an effect on a few routes in world piece and can effect minutes, it is one trick that doesn't affect many kingdoms. The only reason it was added was as you said, KingJ begged for it and a mod accepted it for some reason. It's one thing to accept a runner's begging for an arbitrary category on category extensions, if it's going to happen anywhere that's where it should happen, but a runner's begging should not influence the main leaderboards. There is no strong evidence to prove that it makes makes a strong influence. If those 2 want to compete it, it's perfectly fine but 2 active runners shouldn't deserve a subcategory or variable, much less a category, in a community of hundreds of active runners. Not to mention the runner who begged for it, KingJ, was just struggling with learning it and now has made a tutorial on it after he got the understanding of the trick. He wanted it for a free first to make it look like he had a good time when he didn't want to learn and enforce clipping in his runs.
I can see why people think glitches are bad for speedruns at first and they can absolutely destroy a speedgame but that's why a lot of games have glitchless categories. Glitches are accepted because whether they are intentional or not, they are in the code of the game and are possible within normal play.
Some glitches can be banned from any% but there is almost always a reason that makes it unfair or hard to access. In this game first moon skip is banned because in order to do that a player would need to factory reset their console in order to get to the 1.0.0 version the glitch is exclusive too.
As a side note it seems most people consider the clips to be glitches but at least from my point of view I would consider it an exploit. Clips were never intended but you get them with intended game mechanics (somewhat since roll cancelling is an exploit used). Glitches take advantage of the game's code for unintended results while exploits use intended game mechanics for unintended results.
honestly All Story Moons shouldn't exist for the reasons you pointed out. it's a version of world piece with old routes. It's was made for people who didn't like clipping or people who didn't want to take the time to upgrade their strats. If they don't want to upgrade their strats and routes then they should just have a bad world piece time.

Segmented runs give you much more of a disadvantage over RTA runs and are universally banned on all leader boards.
I don't think it should be allowed because manipulating RNG before the run and going back means your not truly starting a run. I don't think the savestate really matters it shouldn't be allowed regardless of using a savestate or resetting.

This isn't a dumb idea but I don't think this is possible from editing an smb rom. There are no textboxes or any text other than the text at the top of the screen so I don't think an error screen would work, nor do I think it would be possible to make a character warp back if they make a mistake while setting up fpg. Cool idea, just to my knowledge not possible on a standard smb rom.
You can't just go into games you think are similar and advertise your runs. If there aren't people that are interested in the game that doesn't mean you can go anywhere else and try to get people to run it. If people would like to run it they would go the leader boards and look themselves. Advertising in other forums just annoys people and makes the community look bad and desperate.
Personally I hate the idea of punishing jumps with time. That means someone could have a worst run with 1 less jump and still be on top. Personally I would make the leader boards run by least jumps and time to be a tie breaker. That way no one can take advantage of a time penalty by jumping to save more time than the penalty adds.
Your not required to use a capture card but if you want a cheaper alternative you can get HDMI to AV cables and get an easycap for 10$. Not the greatest quality but it's definitely better and probably cheaper than buying a camera that can record games decently.
You could just ban glitches like that all together or make a rule where the glitches are usable but you are only required to get the moons that are glitchless.
for the name of the category, costumes would make sense. Category rules and guidelines should never be decided by preference. If you don't want coin grinding then don't run it.
So your saying if I accidentally fail the trick and it displays 1 jump then the run shouldn't be verifiable? That's honestly the stupidest thing i've ever heard. Normally it isn't that difficult but after a pb, a lot of people will experience hands shaking or something similar which can cause the trick to be a lot harder. I'd be for either doing the trick or just talking to toadette normally and subtracting one. This makes it easy to verify runs.
I think an issue with this is that talking to npc's count as jumps which is avoidable but somewhat difficult. This can be a problem with verifying because someone may fail to pull of the trick to avoid showing 1 jump while talking to toadette and it be really close to making it. This would be confusing on if the run is legitimate because while the game would display 1 that might be from a failed skip when talking to toadette. Although we could subtract 1 when talking to toadette normally.
