Yeah it's been updated in the rules now. It would appear that the NTSC 2nd edition on PS1 is the only version I have found that this is an issue on. I have quite a few records in the millionaire series as of now. Other versions RNG is generated every 2 frames as per the TAS videos failed to be accepted runs on their site. Can be found with a little digging. I've done a bit of research into these games. :)
ps2 pal has SO much host RNG its a nightmare to run, i got the wr on 5th try and didnt even come close to it with 50 more runs even tho the questions are the same from the pc version.
the rng is different every time from the main menu
yeah you can put that in the rules
theres like a bucket of i dunno 10 different ones from 100 to 1000, and it switches rng between 1000 and 32000 and again later maybe based on time/inputs i think it should be defined in the rules wether it is or isnt allowed

have you had any luck running the speedrun on original hardware. for example an english sega master system locked at 50fps. from what i remember as a child tails never crashed the game its only on an emulator ive seen it and at 60/50fps. Ive ordered a NTSC genesis from someone in the community but im also equally interested in running on a 50hz machine for "science" :)
overall its a very good video. well done. there is also invunerable bosses glitches that are still unknown how they work exactly. i dont have the patience to learn how to make tas videos. its too much for my brain to handle
there is no basket strat final boss. i do think 10.59 can be possible but would take a lot of runs to get one with no dropped inputs if the lag frames are random. if you ran it again it could be 11.01 and then as icy said it coule corrupt the whole run if there is lag in say the first level. theres no way that 11.02 is as low as it can go
the other strat is to stop by the enemy and peelout thru them taking 0 dps
as for aqua 1 its possible to peeliut off the top and jump on the downhill and hit an enemy and gain an speedboos landing on a solid non breaking platform. then continue the stage. avoiding all slow roll situations and water hazards. just takes an extra jump for a missing 4 or 5 rings needed for special stage
soon enough youll hit a sub 13 time dude :) the par time is mike89's 13.01 we was actually talking about it and he pops up in our stream hes like "i like the way that im the standard" :)
