Illinois, USANice thought! Unfortunately I don't think it will work because the game checks for the completion of all the shrines, and until then, the NPC simply doesn't exist.
Basically, it is the opposite of max%. This means that you would collect as few things as humanly possible in the game. The leaderboard prioritizes number of "things" collected and time is judged after that. A good example of this kind of run is low% for twilight princess where the run takes like 16 hours. As good as this category can be for other games, it probably wouldn't be the best for this kind of game because runners already try to collect as little as possible to complete the game faster.
The mods will time the run anyways, so the timer you use is really just for you to get an estimate of your run.
