level 1 top 1 doesn't have the leaderboard open.... am i mistaken in thinking this is against the rules?

how do you get the timing of a single level run perfect? is it the frame your character leaves the spawn pad and the frame your character enters the new one? is is full character leaving and entering or only first frame of character? just a bit confused
