IGT is the time without unskippable cutscenes, it was added to keep the leaderboards consistent since they added more unskippables with every patch. You can find the time to subtract in the rules.

With no PC, your only option is to stream directly from the PS4.

You can stream to a PC using PS Remote Play, and then use OBS to stream, or record PS Remote Play.

Nope, no timer for PS5 streams sadly. If you have a computer, and a good internet connect, then you can use PS Remote Play, and then stream your PS5 to your PC, and then you can use OBS and get the timer in.
