I don't know if their allowed or not, nor do I have the authority, but I do know that you can actually speed up the transform animation by pressing spin again during the animation. So transforming to Sol form is roughly as fast as a Super form should you press the button in good timing.
My guess of it being allowed or not would probably be under some sort of "new game +" or "All Emeralds cheat code" run. After all, a reason to use an all emeralds cheat is to access a characters super form, since it's virtually useless on characters who can't transform normally. So the same rule would likely apply to Blaze & Marine's Sol Forms.
Basic question from the title of the thread itself. Would players be allowed to use custom characters in full game speedruns for the Unlimited mod? Or would you recommend we stick with the base roster?
There is another instaturn method where you keep all of your speed, and change it to a different direction.
simply jump while in mach speed, grab dash mid air and let go of mach, and when you see your character walking fast on the ground, you can taunt, then buffer in the mach key and direction, and you'll zoom off with all the speed you had before. The quicker you time the taunt after landing, the more speed you keep. Be sure to practice the timing with this, as miss timing can kill all your momentum.
The same principal can also be used for performing high speed high jumps, though this technique will require a multibind.

Unfortionately, not all of us are TAS perfect with 2p swapping like you, CheDa. Although, it could be more humanly possible either with a setup to make player 2 controls binded to the same as Player 1, or a simple mod that allows for the fight ball swap in 1p swap mode.
But what about full game mods with additional characters? Such as the upcoming 2.0 Scoutdigo with Vigilante, or Final Round. Along with new characters, there's also new bonus content and levels being made for both as well. Or would this still fall under the "No dedicated category extension for mods" gimmick?
What's the overall rule on Hud mods that only change the huds graphics, without adding any extra features to it?

Recently, a character pack known as "Chaotix Characters" was released, with a new version of Espio with a different jump ability.
Is there gonna be a new Character dropdown for this version to separate the runs, or will it simply be a matter of the mod character version dropdown?
It's because they removed the old CEZ3 cheese, where you hit the cage top, and it counts as hurting the boss. My old Maimy Any% run from 2.2.8 actually shows it in action.

As for hitting the boss with the newest version of Maimy, you may notice that when she uses the mace mid-air, she performs a spin similar to Sonic. That Spin actually has a hitbox of it's own. You'll even bounce away from the boss on landing it! It's not easy to time, but it is manageable.
As the title of the thread says, The 2.2.11 update to SRB2 now adds the ability to raise the framerate cap.
Its more so the addition of framerate interpolation rather than changing the actual Ticks per second (TPS)
Additionally, a few stages had small layout changes in accordance of larger scale mod characters. Most noticeably, Egg Rock Zone acts 1 and 2 had its vents resized, and a gravity section altered to work on jump based activation. (This means regardless of how tall or short your character is, they will always swap gravity upon jumping.)
Are the rules going for both the main game, and modded character extensions going to change based on this? Will it be allowed, or will runners have to cap the framerate to 35 like in older updates?

Its likely to have been asked before, but...
When submitting a run, i noticed that characters had a "add value" box. Does this mean modded characters? And if so, where are they viewed?
But what about a texture pack that removes pumpkin blur? or a pack that makes the enchantment glint less overbearing?
