How do you access this stage for time trial?

why is this in the Super Sonic Hidden Base section?

when you shoot straight down onto a rail or slope, are you stomping or bouncing? i wanna start speedrunning as Super Sonic and am learning the strategies

and how would you get that? get super sonic as fast as possible?
