I get it that you are mad and it makes sense to be...
BUT that doesn't mean you can just insult the moderators (who are just volunteers btw) and throw around false accusations as if that's gonna do anything other than spread even more hate.
I'm no longer a mod because my mental health is hard declining but looking at the run it's clear that it was removed because quitting the game mid run to skip the mission passed / end screen is disallowed

Also, in the screenshots you are ignoring the rule that literally says "Skipping entire preps, setups, or missions by using glitches is forbidden. You may not restart your game mid run to skip sections of a run." which applies in this very instance.
And even if you think it doesn't and somehow the rules don't say it, it literally does not matter since going by the speedrun,com general site rules https://www.speedrun.com/support/learn/site-rules it doesn't need to be said in the rules since this text passage:
"Just because something isn't in writing doesn't mean it is allowed. If you are doing something drastically outside of normal expectations for a game category, it is recommended to contact a moderator to clarify if it is allowed." explains exactly why.
And also checking the https://www.speedrun.com/gtao rules on the wayback machine (if the site would stop redirecting to the current live url) on the date of apr 28 the rules you are highlighting and talking about are literally the same so you are just fundamentally wrong at this point.
This is the fastest time I've seen without using the gold glitch but wouldn't this run be rejected since it technically uses glitches such as the wasted skip and mask audio skip and the category rules for elite says no glitches?
The rules will hopeful be rewritten soon. But basically:
ANY modification of the game's files is forbidden. (editing the settings.xml file to remove shadows is allowed but should be avoided)
Additionally, using a modded online character to gain an advantage-such as through fast run, modded vehicles, unlimited snacks/armor-is forbidden.
The use of macros/scripts DURING a speedrun is forbidden.
You may rebind keys outside of the game as long as those keys only do one action for one input (1 to 1).
Do you have any other bookmarked jobs? The limit is 30 and if you have like 57 other jobs and they are hidden they will still be on the map taking up space and preventing other jobs from showing up. So check all of your bookmarked jobs, stunt races, last team standings literally anything that can be bookmarked other than the ones in the doc and delete them until they show up on your map.
I'm not that good at explaining but I'll try...
To go through the interaction menu fast you wanna use the scroll wheel and you also want to rebind your enter key to R or something close. To rebind the key you wanna go in online and then press Pause go to Settings Key Bindings Cellphone and then change Phone Select to R or something close, you can also change the use phone key to something on your mouse. There are other things like if you go into general you can change the pause button and the interaction menu and the context action, so just find what's easiest to you.
And for skipping dialogue you just call an npc on your phone that can pick as pavel or whoever is talking, but don't let them answer the call. I honestly don't really know how it works but I think the amount of times you call them and the time you spent calling them AND the exact moment you call them matters. I also have subtitles turned on in the display to see when pavel talks. So just practice... I probably forgot something.
The sub 18 is possible but i don't think it will happen because Rockstar might patch my strat. And also it's really hard to do.
