i asked about this on the medal feedback page and they told me to go to settings > advanced > advanced - recording > switch force window capture to on

it worked for me

For Full Game Leaderboards:
 Any% category (complete all courses with any medals collected)
 Advanced category (complete all courses with at least 16 medals and under 5 min each)
 Expert category (complete all courses with at least all medals and under 5 min each)

For Level Leaderboards:
 Any% category (collect as many medals as you want and finish),
 Advanced category (collect at least 16 medals and finish in less than 5 mins),
 Expert category (collect all medals and finish in less than 5 mins)

- The top 3 session recording requirement has been removed.
- Now top 10 runs require Steam Overlay's in-game FPS counter to be enabled and visible in the recording, preferably with high contrast.
- If you have problems with the overlay disappearing, try running Steam as administrator.
- If using OBS' game capture, make sure the option to capture third-party overlays is enabled in properties.
- This rule does not apply to runs made prior to this rule addition and it will be in effect in 3 days.
- During those 3 days you may submit a run that was rejected for not having a session recording, even if it did not have the FPS overlay.
