In the rules it only says when to start/stop the timer but is it allowed to use weapons unlocked in later Levels (like NG+) or is the default setup required?

I have a question as to what is considered loading time and can be taken off the total time. Is it every cutscene you can skip, only a few cutscenes, or something else?
