No, lowering the hertz only seemed to slow the game relative to real life. I think the fps that the game runs at is linked to the hertz of the monitor/system.

Has anyone tried running the game in 240+ hertz? cause I wonder if that would make any difference from 144hz

A while ago, while grinding level 1, I found out that lowering your screen's refresh rate to 50Hz results in a slight noticeable change in game speed from 60Hz. Though I didn't get the world record in that session, I did get more consistent inputs(though the times still weren't consistent). I hope someone could test this again on the new version and see if anything changed, and if there is still a noticeable change, then what should we do about it?

One other thing to note is that the game is non-deterministic, meaning the same inputs won't result in the same times. The game physics really affect short levels a lot (because of the small amount of inputs). So the greatest strat is to perform the inputs as precisely as you can, and pray for a good time.
