Because you are looking at superdash ILs, not the base game.

There is no superdash ILs for C sides I believe due to few people playing them.

top runs should have the in game sounds, the music is not needed

Anything that you find comfortable to play with, it doesn't really matter, so long as you have a jump, a dash, a grab and directions you can basically do whatever. Most runners prefer 2 jump buttons, some have 3, basically everyone who can have one has a demo button, and a regular dash button. There's no real standard control layout though, I don't think.
