The color is irrelevant, you can see how much wider the mega machine gun is compared to the normal machine gun
It has absolutely nothing to do with the brightness, not only are the bullets white, but they are triangular shaped. It's very obvious.

Pretty sure this is not allowed and can confirm, he's using the strong machine gun cheat, this should definitely be looked into
Playstation 2 with FDS will almost always be fastest for PS1 games. You can see it in just about every other PS1 speedrunning community. Emulator isn't an accurate way to play the game and in some cases, is banned from speedrunning. This is a very small community so keeping emulator available as an option is a great thing, but if it's slower, it's slower. If you start requiring people to remove the time they took in loads from their runs, your small community will get even smaller. That's just my take on it.
So I recently decided to give Twisted Metal 2 a shot, and spent about 3 hours seeing what I could do on a pretty easy category before deciding whether I wanted to dive deeper into this game. I felt like I had a decent run and got 4th place and went to compare to WR to see what I could've done better..
After comparing vs WR I found that right off the bat before getting to make an input I had already lost 5 seconds.
I quickly realized where I lost most of my time..

So my question is, is emulator fastest? and is that fair to runners that are running the game on official equipment?
