What does "minimum input" mean? Do you mean least amount of time a button was pressed?
When the game ends it shows your time and your attempts at the bottom of the screen. I think this system of timing should be used over when "Congratulations" shows up at the end of the game.
Download the 3420 build off of the resources page and then extract it somewhere you want it and then double click on the portal.bat. I would also Highly recommend you download the wakeup or vault save and put it in your saves folder for 3420 portal.

You can turn up your fov to 90 and turn off the motion blur in the advanced video settings of the game

It may be because your co-op testing partner loaded into the game earlier than you did so the timer started because they were already in the cutscene while your game was still loading. So yes your timer starting early is supposed to happen.
