if you want to run something of that nature, I'd just suggest the category extension "Double Any%" which has you grabbing double the moons in each kingdom. now admittedly there is a big difference in grabbing double moons as opposed to "unoptimal" moons, but I only mention it because if you just want the feeling of "getting moons that aren't in Any%", then that category is close enough to invoking that same feeling, without the fear of runs being invalid like RadGamer pointed out.
I do recognize it is quite a big difference from what you asked for, but it's about as close as you're going to get while having a easily understandable rule set, that encourages competitiveness, because I'm not sure "Unoptimal%" would have much competition.
and if "Double Any%" does stray too far from what you wanted, then nothing is stopping you from just running Unoptimal% yourself. it doesn't have to be on speedrun.com for you to run it, if that's what you enjoy running.

making a Route can take me days to do, and a 10p Any% is not currently my priority. I'm planning to make an 8P Any% and then some World Peace routes next.

I'll be honest and say I don't fully understand how Toadette moons sync across players. From my runs they don't seem to sync at all, but I'm unsure if that was just a bug or what. Because of this, I generally opt to not use Toadette in runs, as even if she's quicker, the confusing syncing scares me off.
However I was wondering about the legal way to tackle Toadette moons in something like a All Moons, or 100% run. Becuase of the strange syncing, my best guess would be every player has to complete the Toadette quests, and talk to her themself. But I was hoping perhaps there was some work around, as it kind of feels against the spirit of SMOO runs, as each player would have to complete the goals.
I Would appreciate a mod clarifing how those moons would work across players.
before anyone says "just use the SMO Speedrunning discord" no, I still think there should be a seperate smoo discord server. routing and strats for smoo are gonna be completely different compared to a regular run, so it'd be nice to have a hub to discuss and share routes, as well as maybe even potetially finding more people to do smoo runs with, for those who would like that. overall it'd be a good way for the smoo community to communcate, as currently it feels very isolated.
