Couple of questions worth considering in greater detail:
1 - Which server(s) would you run this on?
2 - How would you make such a category consistent for every participant?
Frame retiming showed 26:34.800. Retiming was started on the ready timer disappearing.
You can compete for records on 29 different mvm missions, on jump maps (which aren't aggregated here - there's a large amount of them, too) and on the training categories. I'll give you that needing a full party of 6 you can grind with on the regular to have a realistic chance to compete on most mvm missions is a real barrier of entry - but it doesn't look to me as though there's a lack of categories to compete in.
Not that new ones aren't welcome, of course - but I think you're not giving the currently existing categories the credit they deserve. Give them a go, perhaps they'll give you ideas on how to refine your own conception of what could be added to tf2 speedrunning / important rules that should probably be added to the idea you've put forth.
The ruleset you're proposing is quite vague.
You'd probably want to very clearly define what isn't allowed with regards to console usage.
The first frame of movement? So that means you could just idle as much as you want, so long as you don't move?
What kind of server are you willing to allow for runs? If you allow private servers, you run into the problem of having to scan for all sorts of plug-ins throughout the verification process. It's obviously not going to be on valve servers, I think it's something you really want to put more thought into.
The "must be in the same team" requirement for the co-op category seems really arbitrary. Why would the other guy be completely unable to help you complete the map by being on the opposite team? What about maps where the win condition is the opponent? Arena / player destruction maps come to mind in that regard. How would you run these?
Besides these concerns. The category sounds like it would get stale fast. I would probably enjoy watching jump map speedruns a whole lot more. They're already a thing here: https://tempus.xyz/maps
